Looks like something happened in the Balkans to make people either 1) reasonable, or 2) convinced that the universe is not going to take care of them.
No, the EU just didn't ask them any questions because they're not in the club. The Balkans is filled with Orthodox Christians and Muslims. "It is allowed, that men never have recourse to devotion so readily as when dejected with grief or depressed with sickness. Is not this a proof, that the religious spirit is not so nearly allied to joy as to sorrow?"
